Paris Hilton calls for positive changes in the teen industry as the socialite says she is the victim of the "troubled" system in her address at the California State Capitol.

In her speech, the mother-of-two recalls the horrific memories of abuse in the disguise of therapy as she advocated for Senate Bill 1043 which calls for strict transparency in Californian youth treatment facilities.

"Today, I stand before you not just as Paris Hilton, but as an advocate and survivor of the troubled teen industry," the reality TV star referred to her time in a treatment facility for youth in Utah at the age of 17.

"If I tried to tell my parents about the abuse, the staff would immediately rip the phone from my hand, disconnect the call and I'd be subject to violent physical restraints and solitary confinement," she continued.

For years, Paris was working to improve the conditions of these treatment facilities as her teary speech was met with bipartisan support for the bill to pass at the California State Capitol.
