A care home slammed by a high-level investigation into a deadly Covid-19 outbreak charges families a top-up fee for the care it provides.
City View Court in north Belfast is one of a series of scandal-hit facilities that charge the fee in addition to its basic weekly rate, despite struggling to meet minimum safety standards.
