Parliament Budget Session News Live Updates: Proceedings in both Lok Sabha and Rajya Sabha have been adjourned till April 5. The Parliament will meet again at 11 am on Wednesday. Soon after the Budget session of Parliament resumed after a four-day break Monday, proceedings in both Houses were adjourned till 2 pm. While the Upper House was adjourned as MPs from the Congress and other Opposition parties created a ruckus, demanding a Joint Parliamentary Probe into charges against the Adani Group, Lok Sabha proceedings were adjourned after obituary references to sitting MP Girish Bapat and former MP Innocent who passed away recently.

The second leg of the Budget session, which began March 13, has so far not witnessed any significant business as the ruling and Opposition parties have been at loggerheads over Congress leader Rahul Gandhi’s recent remarks in London and the Adani-Hindenburg row. Meanwhile, the grand old party MPs held a meeting in the Congress Parliamentary Party office Monday to chalk out the strategy for the day. The party MPs were asked to wear black clothes during the meeting. The meeting was held ahead of senior Congress leader Rahul Gandhi’s move to file today an appeal in a Surat court against his conviction in a criminal defamation case.

Earlier in the day, Congress Rajya Sabha MPs Pramod Tiwari and Ranjeet Ranjan had given Suspension of Business notices under Rule 267 demanding a discussion on the “government’s failure in constituting a Joint Parliamentary Committee (JPC) to investigate the charges of fraud, corruption, and financial mismanagement on the Adani Group”.

Lok Sabha proceedings were adjourned till 2 pm on Monday after obituary references to sitting MP Girish Bapat and former MP Innocent who passed away recently.

Bapat, who was a sitting BJP MP from Pune, passed away on March 29 while Innocent, a former independent MP from Chalakudy constituency in Thrissur, passed away on March 26. Lok Sabha now adjourns for a few hours as mark of respect for a sitting member who has passed away. Earlier, the House used to adjourn for the day after paying obituary to a sitting member who has passed away. Rajya Sabha adjourned till 2 pm

Rajya Sabha proceedings were adjourned in the pre-lunch session on Monday as MPs from the Congress and other opposition parties created a ruckus, demanding a Joint Parliamentary Probe into charges against the Adani Group.

Congress MPs came dressed in black clothes while TMC members sported black face masks. They and other opposition MPs began shouting slogans as Chairman Jagdeep Dhankhar called for laying of the listed official papers on the table of the House at the start of day's proceedings. No sooner had the papers been laid than Dhankhar adjourned the proceedings till 2 pm.

The opposition MPs wore black, considered as a mark of protest, to oppose the disqualification of Congress leader Rahul Gandhi from the Lok Sabha. "Modi-Adani bhai-bhai," they shouted, targeting Prime Minister Narendra Modi.

The MPs also raised slogans demanding a Joint Parliamentary Committee probe into allegations of corporate fraud and stock price manipulations against the Adani Group. The Adani Group has denied all the charges. (PTI)

The second leg of the Budget session began March 13 but both Houses of Parliament have failed to transact any significant business as the government-Opposition slugfest has intensified over Congress leader Rahul Gandhi’s recent remarks in London and the Adani-Hindenburg row.

This impasse has brought back the spotlight on repeated adjournments and disruptions in Parliament over the years, which has obstructed the passage of key bills.

According to PRS Legislative Research Data, the number of Parliament sittings has halved since the 1950s-60s, and for the last eight consecutive sessions, both Houses of Parliament have been adjourned ahead of their schedule.

Rahul Gandhi to appeal against conviction in Surat court today

Ten days after a Surat court convicted him in a defamation case over his 2019 remark about the surname Modi and sentenced him to two years in prison, senior Congress leader Rahul Gandhi will file an appeal on Monday seeking a stay on his conviction.

Gandhi’s lawyer will move the sessions court in Surat and the Congress expects the court will take up the matter on Monday itself. The party is hopeful the court will stay his conviction, which will open the doors for revocation of his disqualification as a Lok Sabha MP.

Sources said Gandhi will be present in the court Monday and several senior leaders, including AICC General Secretary in charge of organisation K C Venugopal, Rajasthan Chief Minister Ashok Gehlot, Digvijaya Singh and Anand Sharma would accompany him. Bhupesh Baghel and Sukhvinder Singh Sukhu, the Chief Ministers of Chhattisgarh and Himachal Pradesh, could also accompany him, they said.

Week 1 of Parliament: Opposition MPs from Trinamool Congress wear black masks around their mouths to signify how their voices are being muzzled in Parliament.

Week 2 of Parliament: Opposition MPs from Congress, DMK, SP and others put up a giant banner on the facade of Parliament building, demanding a Joint Parliamentary Committee. Some Opposition party MPs sign caps with the words “Arrest Adani” inscribed on them. These are then taken to the offices of the Finance Minister, Enforcement Directorate and Central Bureau of Investigation.

Week 3 of Parliament: Opposition MPs from over a dozen parties wear all black to Parliament, as a sign of protest. Some wear black masks.

Why, you might well ask, are Members of Parliament, not belonging to the ruling party, indulging in such tactics? Cynics could even call these acts, gimmicks. But before rushing to any conclusion, let us examine what exactly is happening (or more correctly, not happening) at the altar of democracy — Parliament.
