The second leg of the Budget session, which began March 13, has so far not witnessed any significant business as the ruling and Opposition parties have been at loggerheads over Congress leader Rahul Gandhi’s recent remarks in London and the Adani-Hindenburg row. Meanwhile, the grand old party MPs held a meeting in the Congress Parliamentary Party office Monday to chalk out the strategy for the day. The party MPs were asked to wear black clothes during the meeting. The meeting was held ahead of senior Congress leader Rahul Gandhi’s move to file today an appeal in a Surat court against his conviction in a criminal defamation case.
Earlier in the day, Congress Rajya Sabha MPs Pramod Tiwari and Ranjeet Ranjan had given Suspension of Business notices under Rule 267 demanding a discussion on the “government’s failure in constituting a Joint Parliamentary Committee (JPC) to investigate the charges of fraud, corruption, and financial mismanagement on the Adani Group”.
Elaborating on the essence of the Upper House in India's democratic polity, on the occasion of Rajya Sabha Day, Vice-President and House Chairman Jagdeep Dhankhar Monday said: "Rajya Sabha contributes towards the welfare of the people by voicing their concerns and acting as a platform for erudite discussions."

Bapat, who was a sitting BJP MP from Pune, passed away on March 29 while Innocent, a former independent MP from Chalakudy constituency in Thrissur, passed away on March 26. Lok Sabha now adjourns for a few hours as mark of respect for a sitting member who has passed away. Earlier, the House used to adjourn for the day after paying obituary to a sitting member who has passed away. (PTI)
Rajya Sabha proceedings were adjourned in the pre-lunch session on Monday as MPs from the Congress and other opposition parties created a ruckus, demanding a Joint Parliamentary Probe into charges against the Adani Group.
Congress MPs came dressed in black clothes while TMC members sported black face masks. They and other opposition MPs began shouting slogans as Chairman Jagdeep Dhankhar called for laying of the listed official papers on the table of the House at the start of day's proceedings. No sooner had the papers been laid than Dhankhar adjourned the proceedings till 2 pm.
The opposition MPs wore black, considered as a mark of protest, to oppose the disqualification of Congress leader Rahul Gandhi from the Lok Sabha. "Modi-Adani bhai-bhai," they shouted, targeting Prime Minister Narendra Modi.
The MPs also raised slogans demanding a Joint Parliamentary Committee probe into allegations of corporate fraud and stock price manipulations against the Adani Group. The Adani Group has denied all the charges. (PTI)
Launching a scathing attack on the grand old party, Union Law Minister Kiren Rijiju Monday said: "They (Congress) are doing a drama to threaten the judiciary. I condemn it. If a court has convicted somebody, then the drama is basically about pressuring. Congress party considers a family above the country..." (ANI)
Referring to a Surat court verdict convicting Rahul Gandhi in a defamation case over his 2019 remark about the surname Modi and sentencing him to two years in prison, Congress president Mallikarjun Kharge Monday said: "We can't argue over the court's verdict, but we can fight against the Central government. They (the Centre) don't want to form a JPC in Adani row. They plan that the House does not function." (ANI)
