TOKYO -- The Japanese government will designate 16 ports and airports nationwide for improvements so they can serve as emergency hubs in an increasingly uncertain security environment.

The list includes Kitakyushu Airport in southwestern Japan and Okinawa's Naha Airport, as well as the ports of Kushiro in Hokkaido and Okinawa's Ishigaki, which lies about 230 kilometers east of Taiwan.
