TOKYO -- Japanese Prime Minister Fumio Kishida's meticulously crafted speech to a joint session of U.S. Congress last month sparked laughter and applause, with some in U.S. political circles saying it even helped facilitate the passage of Ukraine aid.

U.S. President Joe Biden signed a long-awaited emergency aid package providing $61 billion in military assistance to Ukraine in late April.
